The eleven federal holidays and the state layer above them

The eleven dates listed here are the federal legal holidays defined in 5 U.S.C. § 6103 — they bind federal employees, the postal service, banks (the Federal Reserve follows them) and interstate transport, and when one falls on a weekend the observance shifts to the nearest weekday under 5 U.S.C. § 6103(b): Saturday holidays move back to Friday, Sunday holidays move forward to Monday. That rule is why you see "observed" dates in January, July and December in some years.

Private employers are free to ignore the whole list — there is no general legal right to paid holidays in US federal labour law — so actual office closures cluster around Thanksgiving, Christmas and the Fourth of July, and many companies treat Martin Luther King Jr. Day or Juneteenth as unpaid. States add their own: Thanksgiving the day after (Black Friday) is a legal or paid holiday for state workers in more than half of them, and some states celebrate Cesar Chavez Day, Patriots' Day or Native Americans' Day instead of Columbus Day. Because the federal list is a floor rather than a schedule, planning around US working days always means asking which layer — federal, state, or company — your counterparty actually follows.

Method and scope

Deducted days are the eleven US federal holidays, with weekend holidays counted on the observed date. Holidays observed only in part of the country, or only in particular sectors, are listed with “Regional or sector-specific only” and are not deducted from the business-day counts.
