Spain does not have one fixed national holiday list that every worker gets. The framework comes from the Workers' Statute (Estatuto de los Trabajadores, Royal Legislative Decree 2/2015, Article 37), which sets the ceiling: a worker is entitled to no fewer than 14 public holidays per year, of which at least two of them — 1 May and 25 December — are non-transferable and must be observed everywhere. Within that budget, 12 dates are fixed at national or regional level and each of the seventeen autonomous communities may substitute or add its own — usually the regional day plus local patron-saint days chosen by town councils, which is why a national list like the one above always undercounts what a specific city actually observes.
The practical consequence is the famous puente ("bridge"): when a holiday lands on a Tuesday or Thursday, schools and many businesses commonly shift or take the adjacent Monday or Friday to connect it with the weekend, producing four-day breaks. December is the classic example — 6 December (Constitution Day) and 8 December (Immaculate Conception) often turn the whole first working week into a holiday stretch. If you are scheduling work with Spanish teams, check the calendar of the specific community (Catalunya, Andalucía, Madrid…), not the national list; the dates above are only the nationwide layer that every region must observe.
Deducted days are national public holidays (the days the dataset records as applying to the whole country). Holidays observed only in part of the country, or only in particular sectors, are listed with “Regional or sector-specific only” and are not deducted from the business-day counts.
