South Africa's Public Holidays Act lists ten days whose titles read like a syllabus of the last three decades: Freedom Day (27 April) marks the first democratic election of 1994, Workers' Day revives May Day, Heritage Day (24 September) and Reconciliation Day (16 December) both replace or reframe dates from the apartheid calendar — the Day of the Vow became the Day of Reconciliation. The Act also carries the one rule that matters most for planners: when a holiday falls on a Sunday, the following Monday is a holiday as well, automatically and without any gazetted "observed" date — which is why a Sunday Christmas reliably produces a three-day weekend.
Heritage Day has an unusual status as an "optional" day that is nevertheless commercially fixed: it is braai day nationally, with the meat-and-fire ritual rebranded as a unifying tradition, so supply chains move like a holiday week even in businesses that don't close. Public holidays cluster hard in the first half of the year (New Year, Human Rights 21 March, Freedom, Workers' Day back to back) and leave a long dry stretch from June to September; December then stacks Christmas, Boxing Day and New Year into the month when the entire country takes annual leave and Cape Town's roads and coasts reach standstill. Planning around South Africa means planning around the December shutdown far more than around any single gazetted date.
Deducted days are national public holidays (the days the dataset records as applying to the whole country). Holidays observed only in part of the country, or only in particular sectors, are listed with “Regional or sector-specific only” and are not deducted from the business-day counts.
