Why Germany's holiday count depends on where you work

Germany is unusual among large economies: public holidays are not primarily set by the federal government but by the sixteen Länder. The constitutional basis is Article 139 of the Weimar Constitution (incorporated into the Basic Law by Article 140), which protects Sundays and holidays as "days free from work and time for spiritual elevation"; each state then runs its own Holiday Act (Landesfeiertagsgesetz). The only holiday fixed by federal law is the Day of German Unity on 3 October, and nine dates — New Year, Good Friday, Easter Monday, Labour Day, Ascension, Whit Monday, Unity Day, and the two Christmas days — are observed in all sixteen states.

Beyond those, the map splits along confessional lines that are centuries old: Catholic-majority states add Epiphany, Corpus Christi, the Assumption (Bavaria and Saarland) and All Saints, while the states that were part of the Reformation or the former GDR add Reformation Day (31 October) and, in Saxony, the movable Repentance Day (Buß- und Bettag), a Wednesday in November that is a holiday everywhere except for schools in some states. The practical result is that Bavaria and Baden-Württemberg count up to 13 holidays while Hamburg and Berlin manage with 9–10, so working-day totals — and production planning — differ by state. Business-days figures on this site use the nationwide layer; if your counterpart sits in München or Dresden, verify the state list with them.

Method and scope

Deducted days are national public holidays (the days the dataset records as applying to the whole country). Holidays observed only in part of the country, or only in particular sectors, are listed with “Regional or sector-specific only” and are not deducted from the business-day counts.
